E-CHANGE Combating challenges of demographic change with e-learning tools
Objectives
• transnational exchange and transfer of knowledge by experts
• strengthening a knowledge-based society through e-learning
• training for consultants (SME) on demographic change
• training for entrepreneurs (SME) on demographic change.
• training for employees (SME) on demographic change
• efficient and timesaving access to methods, tools and content
• development of overall transnational approach
• perfect fitting through modular e-Learning
Idea
Due to the demographic trend in Europe forces a change in HR-Management for SME. To realise that change SME need professional assistance from external experts on tools and methods. Most of the tools are connected to certain industries and regions. Modification ist a key aspect. Therefore an evaluation of different projects and the experiences of experts in European regions has to be the kick-off for this project. To develop tools to combat the challenges of demographic change general standards need to be set. On basis of these standards the tools can be tuned to fit the demands of different regions and branches. The general aspect of the developed tools needs to be spread suitably. In SME time and man power are valuable and rare resources. Training can hardly be done during the job. The e-learning tool will offer a chance for training on demand. With its function the tool also offers the opportunity to create a sustainable network of experts to secure transnational and transregional exchange.
Milestones
1. Transnational transfer of knowledge on best practice, methods and problems at conferences
2. Workshops to develop tools and methods
3. Action plan concerning goals in didactics, cont and policy
4. Development of online tool
5. Workshops on the e-learning tool in participating regions

BINS transnational Approach
One of the Lisbon criteria is to raise the employment rate of people between 55 and 64 years to 50%. To reach that goal the German government launched a programme call perspective 50 plus. The programme targets long time unemployed people of the so called generation 50 plus. Institutions in 62 regions of Germany develop strategies to raise and preserve the workability and the employability of this generation as well as to show sustainable strategies for a come-back. In Augsburg the partners developed several coachings and management strategies as well as a role model in mentoring for companys and employees / unemployed people.
Idea Around Europe different strategies have been invented to reach the Lisbon criteria. As a result of transfer of knowledge best practise examples will be identified and can – with regard to the re-strictions of Interreg IVc – be tested in different regions. Conferences and workshops are planned to identify the best strategies and define the key indi-cators for successful age-management. As a result of the exchange action plans and documen-tations will be published to show regional and local governments strategies for their labour mar-ket.
Policy goal
Sustain the workability of elder employees to prevent long-term unemployment. Strategies to raise the chances of elder people on the labour-market. Gain positive effects on the local economy.
